We are told from early Christian antiquity that the stewardship of the family and community are responsibilities of man as God’s agent; for the family in order to raise children in the nurture and admonitions of the Lord, Ephesians 6:4; for the community, in the form of human government, in order to execute God’s judgement upon evil among men, Genesis 9:1-6. Human government as originally instituted had only two missions: punishment of evil, and promotion of good*. Because man has been given freedom to choose between good and evil, evil men often rise in prominence as demagogues, boldly lying to those they wish to rule.
